Frances Isabella Winters, 79 of Dover, TN passed away on Wednesday, July 23, 2014 at Manor House of Dover. Burial will be on Friday, July 25, 2014 at 10:00 am at the Kentucky Veterans Cemetery West, Hopkinsville, KY. Anglin Funeral Home is in charge of arrangements.
She was born May 13, 1935 in Evansville, KY daughter of the late William and Velma Beal. Mrs. Winters was a homemaker. In addition to her parents, she is preceded in death by her husband, Billie Frank Winters, Jr. Survivors include her son, Doug Porter, Dover, TN, daughters, Valada Porter Barber, Henderson, KY and Royce Ann Neal, Henderson, KY, sister, Valada Spoonire, Clarksville, TN, ten grandchildren and eighteen great grandchildren.
